This minor patch resolves an issue introduced in 174.3 with notary stamp placement after dropping other fields.

Resolved issue where submitter could not drag-and-drop notary stamp onto document if they had already added another field or task. This fix reverts that behavior so that clicking a notary's signature allows the notary stamp to be properly placed. (SIG-2236)
